Source Documents | Council-Associated Northern Cheyenne November 3 Election Certificate — Photographed Pages
PRIMARY SOURCE DOCUMENTS • NOVEMBER 4, 2026
Photographs of six distinct pages of a document titled Certificate of Reservation-Wide General Election Results for the Northern Cheyenne Tribe’s November 3, 2026 Council-associated election process. Photographed pages 1–5 and 7 are reproduced below. The separately uploaded photograph of page 3 is a duplicate. Page 6 exists in the newsroom’s received photo set but could not be confirmed in this Records Room media library; the archive therefore does not claim to be a complete seven-page reproduction at publication.
The document bears a stamp marked received by the Bureau of Indian Affairs Northern Cheyenne Agency on November 3, 2026. A received stamp confirms only what is shown on the photographed paper, not an independent federal audit or ruling on competing election claims.

What the ordinance says to preserve and publish
Section 16 of the Northern Cheyenne Revised Tribal Election Ordinance provides for signed district counts, reservation-wide certification, spoiled-ballot certificates when required, retention of election records and public posting of the reservation-wide certificate in each district. Section 17 describes Tribal Council appointments of election judges and clerks, oath requirements and the five-judge reservation-wide election board. It identifies the BIA Superintendent as the custodian of enumerated original election documents. The applicable law and any later amendments should be independently checked with the competent tribal office.
What these pages cannot confirm
Candidate-vote totals are not a count of distinct people who voted, particularly in a district with three seats. The photographed certificate does not supply a verified count of ballots cast or voters registered at each location, the number of absentees received, the signed district certificates or a documented resolution of similar write-in names. These are appropriate subjects for public-record requests and direct questions to election officials. The reproduced write-in pages include unusual expressions and multiple spellings; a recorded entry does not automatically mean it was a valid eligible candidacy.
The separately reported People’s Election associated with Gene Small is not this election. Its separate certificate and the public disputes over authority must be considered on their own evidence, without adding vote counts together or presuming that either result establishes the other’s legitimacy.
